Considering you as a General-UR candidate (as you haven't given any details regarding your category in your question) I would like to inform you that with your rank you can easily get chance in your desirable college i.e. Jadavpur University in almost all departments excluding Computer Science and Engineering, information Technology and Electronics and Telecommunications.
But one thing should be added here is that if your dream is to be an eminent computer engineer or software engineer in future then you should go for CSE or IT in other topmost and renowned colleges. And it's a matter of great pleasure that apart from JU, your marks and rank are perfectly suitable for CSE department in any other Engineering College in West Bengal. Hence I should recommend you to go for IEM (Institute of Engineering and Management) or Techno Main SaltLake ahead of any other Government colleges due to greater placement records (i.e. despite being private Engineering college, their placement possibilities and packages are undoubtedly better than any other Government colleges in WB except Jadavpur).
On account of being private Engineering college, the fees structure of IEM and Techno must be high (i.e. almost 1 lakh per year). If you've any financial issue regarding this, I would like to suggest you to take admission in University of Kalyani in CSE department. It's also undoubtedly a renowned Government college in WB, otherwise go for IEM or Techno.

Yes the sectional cutoff is for both papers. For both the maths paper it will have the sectional cutoff 20. So you have to get 20+ to clear the sectional cutoff in maths or physics or chemistry as per there sectional cutoff according to previous year cutoffs.

CSAB has re-introduced the 75% qualifying marks in board exams for NIT and IIT admissions. As per the eligibility criteria,applicants need to score atleast 75% marks in their board exams.

12th percentage has no importance in JEE rank. However during admission in IIT they do check the 12th percentage. General candidates must have at least 75% marks in class 12. For SC/ST it should be 65%.

First of all, the mock tests are usually set harder than the actual exam so we can easily assume a +- 5 percentage in the actual exam.
The scope of improvement in your performance depends on how much you have prepared till now.
1. Analyze your performance thoroughly
Look at where you are losing marks. Look at what concepts you are weak in. Try and revise those concepts again. If you are making some careless mistakes try and pay more attention to each question before answering them.
2. Come up with a strategy
Performance in exams are usually about how well you can strategize. Don't try to attempt a lot of questions. Try and learn to pick easy questions quickly. Focus on your strength. Make sure you attempt enough to clear the cutoff in each subject as well.
3. Make good revision notes
When you are making revisions notes, you'll be able to get a clearer picture in your own mind and then you'll be able to see where you are lacking. This will also help you on the days before exams.
4. Solve previous year question papers thoroughly
5. Don't try to learn extremely difficult concepts now. Focus on concepts like statistics, inorganic chemistry so that you can score better with least effort.

Generally if you have properly made the payment for the registration of jee mains or advanced ,you do receive a text message in your phone as the confirmation message that you have successfully completed your application and also about the payment that you have made.
Regarding email it is not sure whether they send a text or not.
