Cutoff of OBC-NCL students for appearing in jee advance is 72.888 percentile. If you have scored more than this you are eligible for jee advance if you have scored lesser than this you are not eligible. You can check cutoff here

Hello student I'm sorry to inform you but admission in IIT is not on the basis of rank obtained in Jee main. You need to appear in Jee advance and clear the cut off to get admission in any IIT's.

I am sorry to say that you are not eligible to write JEE advanced if your CRL is greater than 2,50,000.If you are doubtful,please visit the official website www.jeeadv.nic.in (//www.jeeadv.nic.in) and login with your mains application number to cross check.
Hey, If your percentile is 42.0986, Then you can apply for JEE Advance.
