if i gave jee mains and clear jee mains ,and i want to give jee advance if i am not qualify jee advance then can i get nit on jee mains ranks or i have to give again jee mains .

You can definitely get admission on the basis of your JEE-Main rank even if you do not qualify for JEE-Advance or qualify but unable to perform well in JEE-Advance. See NITs/IIITs only consider JEE-Main rank for admission to their engineering courses they have nothing to do with your

Yes definitely you can change your college after getting admission. You have follow some basic rules of the college to cancel your seat and take the transfer certificate. Once you are done with these you can easily switch your college.

Hope you are doing well. Yes, you are eligible for JEE Advanced exam. Because you have got more than the cut off percentile of your category. And here rank does not matter for eligibility.
