Hope you are doing well, as you've mentioned that your rank in jee mains 2021 is 367000, with this rank you can't get seat in nits/iits. But you can get seat in other good college. As you belong to Uttar Pradesh, based on your rank of jee mains,

If you unable to get your certificate which you have mentioned than unfortunately you have to go without that certificate only and in that case you wont be counted in that particular category and will be considered as a general category student.

A Category Certificate is proof of membership to a specific Caste, particularly if one belongs to one of the 'Scheduled Castes and Tribes' listed in the Indian Constitution. Only SC/ST/OBC/GEN-EWS candidates require an additional category certificate; it is optional for General category applicants.
