Yes, you are eligible for JEE advanced in 2020. Since you have appeared for 12th in 2019, then you can appear for JEE advanced in 2020 because you would be considered as a fresh candidate.

A candidate gets a maximum of two attempts in consecutive years to appear for JEE Advanced.But as you have appeared the advance in 2016 you are entitled to appear it this year.There is no age limit present know ,so you need not worry baout that also.

Try to keep your score around 200. Look the Marks vs Rank trend varies highly year by year. If you were have been the candidate of last year then 170 is enough to get IIT. But if you were a candidate of 2017 then 200 is needed at

Seeing your score and previous year cuttoff of NIT SURAKTAL,you seems to have less chance of getting ECE with other state quota.You can get ECE in NIT SURAKTAL under HOME STATE QUOTA.You can secure seats in MNIT ALLAHABAD with ECE stream.And chance of getting ECE stream in NIT warangal
