IIIT hyderabad also admits students as per jee mains score. last year cse went around 255 while ece went around 210. at 5259 rank you have less chances for cse but you have 50-50 chances for ece but you may expect certain changes this year in the closing marks

If you pass 12th standard in 2019, you can write JEE advanced in 2019 provided you cleared the Board cut off and JEE main cut off. You'll have one more attempt in the consecutive year, in 2020. There are only two attempts for JEE advanced.

It is ok to go for advance. But your age should be less than 25. Also you should have passed 12th or any equivalent exam. A candidate gets a maximum of two attempts in consecutive years to appear for JEE Advanced. Also Candidates should not have appeared for JEE Advanced

If you mean 65% in jee mains then it will depend upon the cutoff of that year according to the respective category that will decide whether you will be able to give jee advance or not.

And if you mean 65% in boards then you are not eligible to appear

Yes, you will be qualifying for the advance irrespective of any categories. As, you know the cutoff's is still not released but if you consider the latest news then there is a news circulating which says that for General category you must have a percentile of above 85

According to your rank in jee mains you have very less chance to get seat in any NIT or IIIT as  your rank in your category is very high but you can get seat in some private colleges.
