The ACPC conducts counselling for allotting 100% of available seats in government/government aided institutes while only 75% of available seats in self financed colleges is filled by ACPC. pgcet is a post graduate entrance exam . It offers various post graduate degree entries like MTech , M.arch And ME.
You may get the books from any branch students who pursued thier BTech from civil or electrical sciences to prepare for this exam .
However this is an exam equivalent to GATE entrance exam , so you can prepare from gate prepartion book .
You may look into the syllabus and go on reading the topics on internet .

You might have sent for scrutiny so when the results come then only you would be declared as passed. Until unless you hold that record you need to state as appearing only. However scrutiny results would be soon out and so just wait for it. This is a normal problem and must not worry.

GUJPGCET eligibilty criteria states that:
Acc to this you cannot be eligible unless and untill you pass your B.E discipline , which i dont think is possible without clearing backlog , so yes you can apply but if you fail to clear your backlog your admission will be cancelled.

A candidate who has passed the the bachelors degree programme in a recognized university with an aggregate of 50% , all subjects taken together including languages in all three years is eligible for writing this exam but you need to update the academic details so you need to clear your backs to match up the eligibilty requirements for PGCET exam you can surely apply a year later , all the best.

GATE is a national level examination which gets you into Post Graduation( M.Tech) in top IITs and NITs and other famous colleges across the country.
On the other hand, PGCET is a state level examination which is valid only across the state.
So, if a college within the state accepts any of the exams scores, you can apply for the college with whichever score you are good in.
So, if you got a good score in GATE, you can apply with that score and if you got a good score in PGCET then you can go with it.
