Yes, Under Graduate student can write exam. Generally under graduate means bachelor's degree taken by student and offered by recognised university.
Eligibility criteria for GATE :
a candidate should have Bachelor's degree in engineering/ Technology ( 4 years after 12th or 3 years after B.Sc/ Deploma in engineering/

Most Public sector undertakings(PSU) in india require candidates to clear the GATE (Graduate Aptitude Test in Engineering).
Age criterion is 22 to 40 years, depending on the organisation you are applying for after successfully clearing GATE.
