Since there is no age limit for attempting GATE exam, means you can give try it any number of times then yes you are eligible for GATE 2020.

Both are decent options for B.tech. Lucknow University is more reputed overall and is known all across India. However it's not been many years since they began with engineering courses, so we can't say about the placements as of now. Hopefully they'll be good.
