Well till now the officila dates regarding AP-PGECET counselling hasn't been declared by the concerned authorities. The tentavive date is given in the 4th week of July. Below I have provided the details about AP-PGECET counselling process - 

• AP-PGECET : 2nd to 4th May, 2019
• Results : 14th

No you are not eligible for TANCA admission because you have not appeared for that exam so I thinbk you have to wait for another 1 year to again write either gate exam olr tancet exam or search for way whether it is possible to join through mnagement quota.May helps.
