Kindly mention your stream with which you want pursue MTECH course.As for each stream separate examination held and cuttoff and rank for IIT MADRAS is different for each stream.. Generally for core stream you need rank under 500 for IIT MADRAS for such rank you need to score 70+
No you can't I think Intermediate original can be brought through online or go to helpline center saying this isssue or go to management of your college that you have joined in they may give a solution for it and it might help you to your level best.

Yes you can apply for gate without passing certificate. There is a provision in GATE that you can give gate both after passing engineering or last year of degree course. You just need to apply your course completion certificate and if asked you may need to apply your last
