As per your requirement, i would say that its not necessary to have ews certificate for gate form fill up but its better if you have as ews provide seat reservation for gate exam and the cut off remains lower.

GATE Full Form is Graduate Aptitude Test Engineering is a national level engineering entrance examination. GATE is conducted jointly by the Indian instituted of Science and seven Indian Institutes of Technology.

see in official notification there is no mention of correction window and it totally depends on iit delhi, they will open correction window or not.  last date for change of exam center is 15 november 2019. you can send a mail to the gate authority and see if

let me clear your doubt. To appear in gate exam at first you have to clear your backlogs. If you have backlogs then you are not eligible for gate exam so first clear your backlog.
