if you have secured your successful admission in DTU through  GATE score that means you will get stipend on monthly basis and if you are a waitlisted candidate then you will not be eligible for this stipend and there is no funda for top rankers, every gate qualified candidate

It is upto your grasping power. But, if start now it will take atleast 5 to 6 months to complete basics. Also, it depend upon your department and tge subjects which you have to prepare.
