Since every year cutoff changes but with reference to the previous year's cutoff based on your rank you won't be able to get into this stream in the college you mentioned  but you can apply for other streams or other colleges for the same stream. So for your reference

The cutoff of ROUND 1 is not disclose anywhere but in counselling. While last year's cutoff for ROUND 2 says you'll get TEL in DSCE. I'll drop a link to it.
