I'm not sure if the COMEDK governing authority offers any fee concession based upon comedk ranks, but some institutes might give some concession/schlorship after you get admission or perform good in your course , for that you need to contact institute directly in which you want to take

Yes you can get admission in Nitte Meenakshi College with your rank but it is difficult, considering that ECE branch is a decently in-demand course, and your rank is pretty decent. You can try through the vacancy rounds which will get you a better chance of getting admission there. And
