Till now there is no release of exam date for CG PET 2019. However, CG pet exam 2019 is expected to be held in the month of May 2019. Admit card will be available one month prior to the exam. You can get the application on online.
The application form will be starting from 4th week of March 2019.
Last date to apply and pay fees will be 3rd week of April .
Exam will lbe on 2nd week of May 2019

with a score of 31.5 your percentile will around 92-93 in XAT exam however as you mention you want admission in XLRI . the cutoff marks for XLRI is more than 95 th percentile this year however you can get admission in various other colleges like

i think you cant apply for CG PET Exam because it need +2 aggregate marks of PCM/PCB.
but you can do b.tech,because some universities allow diploma degree holders to direct 2nd year.
