Yes, as per previous year cutoff trends, you can get Mechanical engineering as well as Electrical and Electronics Engineering in GEC Raipur with a rank of 650.

you have very low chances to getting bit durg CS branch but  if you try to other colleges like shankracharya, rungta or GEC then you will be definitely get cs. 

my JEE mains percentile was 90.76 and cgpet rank is 285 general catagory. 1st I will trying for

 As per previous year cutoff trends,   the opening and closing rank for OBC in CSE at BIT Durg was  above 600 gen rank after round 3 so I think you will be able to get cse at bit durg.

Well, based upon your percentile in Jee Mains, you may not get admission in any of the campus of BITs. But you have to also give the entrance examination conducted by BITs i.e, BITSAT for getting admission into any of its campus. But still

However, CS is a little difficult for you to get.
