You haven't mentioned that what course you are willing to chose. But according to PET examination, it is Preliminary English Test. Yes, you can try in Government college in Bilaspur and DURG. Based o your caste that is SC, you can easily get an admission in Governmet College.

that was a good score that you have made but the allotment of rank is based on the no of students attempted the exam and the score that they made in the subjects.

so it might be complicated to estimate the exact rank but you may get rank somewhere between 65k to 82k.

For CG PET, once you have confirmed seat allotment after first round you may not have to visit the reporting center DVC/GEC Raipur. However if you have been given seat and the present round of allotment is done you need to get admission (if you dont want to opt for improvement). Many colleges have Electrical Engineering as a discipline for the BTech four year degree programme. Some colleges have EEE or Electrical and Electronics Engineering as a discipline. But certain IITs like Bombay and Delhi have name Electrical Engineering instead of EEE. 

Please go through the detailed curriculum of any programme before taking admission in any college.
