Yes you can apply for engineering colleges even you have done diploma or any other course.
See, the basic demand of btech course is an individual must have completed class 12th from pcm group with a minimum of 60% marks.
Taking about lateral entry examination, an individual can easily apply for this and they can start studying right from 2nd year in btech.
So, it is quite good as well because you can hold two different degrees.
See, there are no such boundations due to which a student can not apply or can apply, it just depends upon you.

BCECE is a state-level exam, The exam is organized to take admission into various professional UG courses like Engineering, Medical, and Agriculture courses in Bihar .
The expected BCECE Cut Off 2021 for general category candidates is 50%, 40% for ST/SC/OBC candidates, and 45% for General (PwD) candidates.

As per my information the b. Tech courses in bihar engineering colleges is offered to students on the rank or score in jee mains. The exam which you are talking about "BCECE" Was cancelled in 2019 i.e, last year itself.

You should go to Official Website of BCECE and check the opening and closing rank list the published recently for year 2020. For example
In GOVT ENGG COLLEGE W. CHAMPARAN for CIVIL ENGG.
Opening and closing rank were 5271-5522 (UR Ranks for BC Category, First Round).
So I would like to say that you have high probability in getting into a GOVT College. But you should check the branch and desired college probability through the list they gave in the website.

see agriculture science and physiotherapy both of the course has decent career options and you may get job in government sectors as well as private sectors. however if you want to settle for corporate world and business domain it would be better to choose agriculture science over physiotherapy, after completing b.sc in agriculture science you may apply for mba course in agri management which has excellent job options like relationship manager, finance head, sales manager, quality controller etc. however based on your score you have fair chances for below mention institute:

You may have some chances of securing a seat in a government Institute to pursue graduation in the preferred stream of course. An unreserved rank of close to 5000 in Bihar Combined Entrance Competitive Examination won't provide you a government seat in any of the above mentioned courses. The only way to do so is through your scheduled caste reservation category. You may receive some stiff competition in your category.
The main problem that may be the biggest obstacle for you is the number of seats. All the courses that you do want to join in any government Institute have very limited seats. In Bihar, the number of seats for bsc agriculture is just above 300. Furthermore, each government college has a limited number of reservation seats in a particular course. The number of Paramedical seats are only 120. The number of Fishery seats is only 42, 15% of which is filled by the examination conducted by ICAR and not through BCECE. The number of horticulture seats are even less- only 25 in the College of Horticulture, Noorsarai, Nalanda. I hope you understand the gravity of the situation and the perishable position that you are in right now. The number of seats is extremely limited and it is so limited that it pales in comparison to the number of applicants. The only way that you can get a government seat is through your reservation, although you might face some very stiff competition. Good Luck.
