You can get electronics and communication engineering branch in these colleges. You can get electrical engineering in nce chandi but it's not certain .You can check the cut off for different branches of the colleges from our careers360 website. 

Hii,With a general rank of 487 and BC/EBC rank of 222, you should be sure of getting CSE in BCE bhagalpur, even if you don't get CSE there, you would easily get IT at MIT muzaffarpur.

Both branches are same only with a change of some subjects!

You can also get branches like electronics and communication in MiT muzaffarpur or in BCE bhagalpur or Electrical in MiT muzaffarpur.

You have a decent rank in BCECE( UGEAC ) and according to your BC rank i don't think you should have any problem in getting MIT muzfferpur or Bhagalpur. See the chances are slim but you can totally get it. The trends change every year so be hopeful.
