There is no such course as 'bcece agriculture'...the course you are maybe referring is BSc agriculture .
If you have appeared the ICAR AIEEA 2020 exam and have scored the required cutoff marks for your category, you are eligible to apply for councelling. It is not important to participate in counseling if you have also appeared BCECEB, as both the entrance exams can get you admission into agriculture courses.
If you are PCM student, you can only fill choices for B.Tech Agriculture, Dairy technology, biotechnogy in ICAR counseling, but not any BSc courses. If you are PCB student, then you can fill choices for all BSc courses enlisted, i.e Bsc agriculture, horticulture, fisheries, etc. but not any B.Tech courses.
It will be convenient if you apply for the counseling for both exams,, as the chances to get admission will be more. The choice filling of ICAR UG has already begun and the last date is 11th Nov . You have to pay Rs.500 only to fill your choices. And you can fill as many choices you want(more than 15 too). ICAR approved colleges are obviously better than any other private college in Bihar for agriculture courses.

O! that's very unfortunate. See there are no other ways to retrieve that registration because the person who have registered have set password and else according to himself. So with out the help of the competent authority , you have no ways left according to me.
Now try calling the authority as much as you can. Put emails on the registered email address in formal format and if they don't then you can go for the BCECE office or to any administrative head(like the district magistrate etc) and discuss the problem. They will surely get you a way out.

Rank varies with category. The previous year closing rank for general category was 489, ST it was 361,for SC 352,extremely backward caste it was 449, BC-472, reserved category girls 464 and finally for disabled quota it was 270.These ranks were for PCB group.
For the PCM group categories it goes as below:
Open Merit (GEN) 9281
Scheduled Tribe (ST) 194
Scheduled Caste (SC) 1807
Extremely Backward Caste (EBC) 3397
Backward Caste (BC) 4377
Reserved Category Girls (RCG) 1880
Disabled Quota (DQ) 118
Service Men’s Quota (SMQ) 133
And this year as far as the cutoffs are concerned , for general category it is 600, fo OBC,SC and ST it is 480 and physically handicapped category for general it is 540 and for other reserved categories it is 480

You may have some chances of getting a low tier government college. The cutoff marks for general category is close to 600 whereas the cutoff marks for backward caste is 480. However, the cutoff rank for general is 490 whereas for backward caste it is close to 450. So I hope you understand the gravity of the situation that you are in right now. The number of seats available are very much less as compared to the number of applicants. With respect to your marks, you may have some chances of getting admission in a government Institute but the chances are extremely slim. The seats are so limited that it pales in comparison to the number of applicants.
At this point of time, you should try to look for good private institutes that offer admission to students of your rank and marks. You have good chances of getting admission in one of the best private Institute of the state.

In the state of Bihar there are only 42 seats for the course of Fishery. Of the 42 seats, 85% of the seats are filled by bcece or Bihar Combined Entrance Competitive Examination by BCECE Board i.e. 34 seats. The remaining 15% seats are filled by the examination conducted by ICAR or Indian Council of Agricultural Research i.e. 8 seats. So I hope you understand the gravity of the situation and in the perilous state that you are in. Furthermore, you belong to open category which is the equivalent of a candidate with no entitlement to any form of reservation. Had there been any sort of reservation, still it would have been extremely difficult for you as you still needed a very good quota rank within top 10 or 20 or something like that.
At this point of time, the best option for you is to look for private Institutes. You have a decent rank no doubt but it pales in comparison to the number of seats available in the state. You can also look for Institutes that provide admission to you based on Management Quota.
