BCECE stands for Bihar Combined Entrance Competitive Examination Board. The exam is to be conducted in a single stage in offline mode . The exam is conducted for admission to Agriculture, Pharmacy and Health Science courses in around 17 member institutions. Level of examination is moderate between boards and JEE Mains. If your boards preparation is very good there there is a high chance that you will perform well in this examination.

You should go to Official Website of BCECE and check the opening and closing rank list the published recently for year 2020. For example
In GOVT ENGG COLLEGE W. CHAMPARAN for CIVIL ENGG.
Opening and closing rank were 5271-5522 (UR Ranks for BC Category, First Round).
So I would like to say that you have high probability in getting into a GOVT College. But you should check the branch and desired college probability through the list they gave in the website.

see agriculture science and physiotherapy both of the course has decent career options and you may get job in government sectors as well as private sectors. however if you want to settle for corporate world and business domain it would be better to choose agriculture science over physiotherapy, after completing b.sc in agriculture science you may apply for mba course in agri management which has excellent job options like relationship manager, finance head, sales manager, quality controller etc. however based on your score you have fair chances for below mention institute:

You have not mentioned the stream in B.Sc in which yo want to take admission. BCECE held every year for admissions to UG pharmacy, agriculture and paramedical courses offered at institutions in Bihar. If we see the previous year cutoff the last rank to get admission in B.Sc was 472 rank in BC category. So if we consider this year then there is high chance that you will get college for B.Sc.

For form fill up of any kind of admission for further study after 12th standard you need not submit the original copies of 12th migration certificate you have to submit only the photo copies of that certificate.
But after all the processing is done at the time of document verification you should have to submit or show the original copies of the certificates whether it is for registration or migration to the proper authority

According to your question, as your EWS certificate is issued on the specified date as mentioned by you so it would be valid for the current year that is 2020 and in order to stay on a safer side you should make a new EWS certificate issued for the new year 2021.
