Many a times bank server or the payment portal of the application form serve is week which is why payment even when made shows pending. but don't worry if the mount is deducted from you account then the payment whill be sucesful soon or within 24hr-48hrs money will be credited back or time which bank takes and you can again try making the payment

The admission criteria differs from college to college. Some Colleges require 50% overall with qualified marks in CEE and some asks for overall 60%. But most them ask for overall 60% only. So please don't score less than 50%, better keep it 60% to be in the safe side. Keeping your 12th percentage good will help in your placement as well.

the eligibility criteria for CEE assam is enlisted below-

Nationality: The candidates should be of Indian nationality.

Domicile: Should be permanent residents of Assam.

Age Limit: The candidates should be more than 17 years of age as on August 1, 2019. The maximum age limit is 21 years. 

Qualifying Examination: Candidates should have qualified 10+2th (or equivalent) examination from Assam Higher Secondary Education Council (AHSEC) or any other equivalent examination. Additionally, the candidates should have passed the examination individually in Physics, Chemistry, Mathematics and English without any grace marks. They should have appeared for all of the subjects in the examination. 

Required Marks: The candidates are required to score aggregate 50% collectively in Physics, Chemistry and Mathematics. SC candidates will have to secure 45% marks while ST candidates will have to score 40% marks. 

Character: Should possess good moral character.

• Physics and Mental Fitness: It is a requirement that the candidates should be in good physical and mental health. 

The authorities provide age relaxation under special cases:

• Those candidates who have completed their B.Sc degree will be eligible for one year age relaxation. 

• For SC/ST category candidates, there is an age relaxation of 3 years 

For admissions into the B.Tech courses offered by the participating institutes, the candidates will also have to ensure that they attempt and qualify Assam CEE 2019. 

so if your ward fullfill all the criteria then he/she can appear.

The cutoff for this year isn't out yet but we can get an estimation about what colleges you might get with these marks by observing the previous years cutoffs. Though you have scored very well and also as a SC category student getiing admission would be a cake walk for you. 2017 cutoff for DUIET for SC category was 93, in 2015 it was 89 hence according to these cutoff this year's cutoff will too lie between 90-100. 

So with this score you will easily get a seat in the institute.
