AU takes admission of students who have appeared GATE on the basis of cutoff specified by the GATE Board. As per your mentioned details, you have specified that your friend have qualified GATE so he/she is eligibile to take admission in the college.So let him/her apply for the college and give high prority to VLSI to get an admission. There is a high chance of your friend getting admission in VLSI but there is also very high competition as there are many students with qualified score. So it totally depends on your friends' luck. Hope he/she get their desired seat.

Since now counselling process is taking place for only gate qualified students so you have to wait for it since it will starts from fourth week of july. The Registration date for AP PGECET, Gate not Qualified Students hasn’t been announced Officially by the Government of Andhra Pradesh. As the first preference is given to the GATE and GPAT students at the time of seat allotment, only the dates for the Qualified Students of GATE and GPAT students were announced officially From june 27th to july 11th 2019.
