Well till now the offcial dates of AP-PGECET counselling for gate qualified candidates hasn't yet been declared by the concerned authorities. The tentative date is 4th week of July. Below I have provided the important dates regarding AP-PGECET :

This is not true. There is always a fixed number of seats reserved for MTech in SV university through GATE.  and the rest of seat is filled through APPGECET.  So there is a definite siginificant ratio of seats through both the exam.

Well the next step is to wait for the counselling process of AP-PGECET to start. Till now no offcial dates has been released by the authorities reagrding the counselling process. The tentavive date is that the counselling will begin in the 4th week of July, 2019. Below I
