Since the allotment of seats in both rounds will be done in online mode and on the basis of the merit list that will be prepared by the authorities so, you don't have to go anywhere for the counselling which means you will have to pay any kind of fee maybe part academic fee to keep he seat you got in first round and continue to the second round. The fee which is due could be payed at the time of reporting in the college.

Now going with my knowledge, you can try for JNTUA but as it is one of the most sought after universities, there will be many more candidates with better ranks waiting for the seats. Thus, you might face a lot of competition while getting admission.
It is always advisable to keep other colleges in mind as back up.

One does not need to apply for caste certificate every year as her/his caste cannot change ever. Note-This is not like other certificates (income and domicile) where the documents are valid only for a span of three years as the information provided is subject to change.
