AU takes admission of students who have appeared GATE on the basis of cutoff specified by the GATE Board. As per your mentioned details, you have specified that your friend have qualified GATE so he/she is eligibile to take admission in the college.So let him/her apply for the college and give high prority to VLSI to get an admission. There is a high chance of your friend getting admission in VLSI but there is also very high competition as there are many students with qualified score. So it totally depends on your friends' luck. Hope he/she get their desired seat.

No , B.Sc Chemistry graduates are not eligible for AP PGECET .
The eligibility criteria for AP PGECET are as follows :
- Age limit: Min 21 years old
- Educational Qualification : Should have done B,E/ B.Tech in relevant field with min 50% marks [ candidates with valid GATE score will be given separate preference]
- Nationality and Domicile : Should be Indian and must be domicile of Andhra Pradesh or Telangana
