The  AP PGECET  counselling is starts from 17 nov 2020 I.e..today onwards .The qualified and eligible candidates shall attend for web counselling for admissions into MTECH/M.The gate and gpat qualified candidates also attend for web counselling for admissions. The procedure of AP PGECET 2020 counselling will include these steps  such as payment of fee,reporting at the centres,document verification, choice filling and allotment of seats .The authorities will allot seats based on merit,availability of seats and choice filling done by the candidates. You are correct. The page is says its not live and is under Observation. The Counselling process hasn't begun yet. According to the official website https://appgecetd.nic.in/auth/pgecet_notification.pdf , the qualified and eligible registered Candidates of GATE/GPAT and APPGECET for admission to M.Tech/M.Pharmacy/Pharma.D, the counseling will commence from 17th November. Verified Candidates Can get their Login IDs by sending SMS to 8790499899 as 'APPGECET(space)01(space) HallTicket Number'  through their registered mobile number. This is the latest information available. So keep checking the official website. The link might be released anytime this week.

The admission process is separate for GATE and GPAT students.The counseling happens through two phases.In the final phase the candidates who have not secured a seat yet or are not satisfied with their seat allotment can take part again.
