Since your father has no government job, you need to show the income certificate or white ration card of your parents in order to be eligible for fee reimbursement. If your annual income of your family is less than 8 lakhs, then income certificate or white ration card is required to help you relax from fee paying of the college. If you've caste category certificate also, make sure you keep in hand along with the income certificate or white ration card if in case the caste certificate is asked to be verified. See, income certificate or white ration card is required for those candidates who don't have a steady income or meagre financial background so that it will help them relax from paying fees to the college.

You have done really good in the entrance exam. Comparing with the previous years' cut offs of RVR & JC College of Engineering, you have very high chances of getting admission there in mechanical branch. As you belong to OBC category, the cut offs will be even lower for you.
Although the cut offs may vary this year due to changes in the number of students who appeared for the entrance this year, total number of seats, difficulty of the exam etc., but you still have fair chances.

You have not mention your category and rank. Without category and rank it is quite difficult to say that you are eligible for full fee reimbursement or not. If you are from OC, EBC, Minority Category than you are eligible for fee reimbursement. Those candidates who belong to Economically Weaker Section(EWS) / EBC classes are eligible for fee reimbursement in AP by entering through AP EAMCET i.e through convener quota.
The student whose rank is below than 10000 is applicable for full fee reimbursement. The students whose rank is above than 10000 will get INR of 35000/- fee reimbursement & Remaining amount should be paid by the student only. Fee Reimbursement is also applicable for the students of SC/ ST category having their Family Annual Income Below 2 Lakhs and Remaining Students i.e. Other than SC/ST having their Family Annual Income Below 1 Lakh.
If you and your sister are from the given above category and rank is below than 10000 than you both are eligible for full fee reiumbursement.

Yes the JEE mains exam is used to join the B-Tech in second year for Diploma students but it's mostly given by students who want admission in IITs , NiTs or GFTIs . If you are seeking for such colleges as you have mentioned you got good rank then you can apply in this type of colleges . But most of the Engineering college's in India whether it's B.E. or B.Tech provide direct second year admission for the students you have completed diploma. So it doesn't matter whether you give JEE mains or not .
