Based on previous year cutoff results your rank should be less than 20000 in state category and for open category it should be 7000 for civil engineering. But please note it that cutoff results varies every year depending on factors like number of applicants, seat availibility etc. you

Your question is not very clear. I didn't understand in which state are you interested in studying.
