Interestingly, The matter of ranks has come down to the fact-

 Generally, Phase 1 counseling takes place in Mid May and is for rank up to 20k. Tuition fee is around 1.5 lakh per annum varying for branches. ( around 1.5 lakh for MECH).

I'm afraid VIT waivers fees only in 2 cases: 

1. If you get a scholarship

2. If you have extremely low annual income. 

Other than this they are not known to reduce fees based on any other consideration.
