As per the eligibility criteria to write TS ECET 2021,

• Candidates must be of Indian nationality.
• Candidates must be a resident of the State of Telangana / Andhra Pradesh.
• The candidates should satisfy local/ non-local status requirements as laid down in the Andhra Pradesh Educational Institutions (Regulation of Admission) Order, 1974 as subsequently amended.

Means the students from other states cannot apply for TS ECET 2021 exam. The exam is scheduled on 3rd August 2021 and the last date to fill the application form is June 24th, 2021 with late fee fine of 500 INR. To know more, visit here:

BTech Thermal Engineering is a 4-year course that deals with the study of heating and cooling processes in open and closed environments.

Now to answer your question, Yes you are eligible for b.tech  in thermal engineering after your diploma in mechanical engineering. You are eligible for lateral entry in second year of B.E/Tech. Diploma holders can acquire degrees on clearing the exams of the thermal Society of India.
