The cutoff for general category often lies around 170( for student outside from Maharashtra)

Yes you can get CEPT based on cut off marks you have to score more than 140 in NATA so that you get 148 which are higher that 140 so you are eligible for CEPT.

, From some research on internet about both the colleges I found that Sardar Vallabhbhai Patel Institute of Technology is good in all terms because its infrastructure is good, its placement is better than other one and fees is also less. So go for it.
