According to ur rank and fee structure mentioned in KLU Website u can get a CSE seat with 10% concession per semester and it will be maintained for futher semesters if u maintain X grade

CSE fee without concession - 125000/-

KLUEEE rank - 1200 to 4000 -

Hi

With a rank of 2,998 you can easily get a seat in any branch through KLU EEE, since past cutoffs show you can easily get CSE at a rank below 10,000.

Congratulations for clearing jee mains. As per you rank you will get cse, ECE  in NIT Hamirpur. So you may keep the middle tier of NITs as your preference. Also if you wish to take branches with lower cut offs, then you might apply for a bit higher ranked

The fee concession is mostly effective until first 2000 ranks. After that there is no great waiver of fee. 

The probability of securing seat also depends on category, locality. But in general there are few chances to secure seat which will be very tough situation.
