To be honest it is very difficult to get a seat through josaa counselling because the cut offs are way higher. I would suggest you to apply for state level entrances like wbjee ,comedk for Bangalore colleges. There are high chances of getting a good branch in good college.
To be honest if you have got 16k rank in EWS let me tell you that it's not possible for you to get a cse branch in any of the NITs/IIITs so let me tell you that you should rather go for a private college like BITs Pilani, VIT

Yes, your category rank does matter in JOSAA, in fact in most cases it matters more than your CRL.

Sorry to say that, but by looking at the previous year cutoff's , I can say that it's little difficult to get a seat in NIT,IIIT,GFTIs . You should try for private universities like KIIT,LPU..etc and participate to all the state counselling process (odisha, MP, UP..etc) .

12th percentage has no importance in JEE rank. However during admission in IIT they do check the 12th percentage. General candidates must have at least 75% marks in class 12. For SC/ST it should be 65%.
