Right now the application date is not yet announced for TANCET 2019, date for the application will announce soon. Also the official website is not running right now. So wait for some time as soon as apllication comes you can do registration for TANCET 2019.

On the basis of score you mentioned in JEE Mains 2019 you are definitely qualified for JEE Advance 2019. As per previous year cutoff of JEE Mains the minimum marks for qualification of JEE Mains is 25. So you are definitely qualify for JEE Adavance and start preparation
