The address you provide should be your permanent address, the address that is mentioned in your adhar card. You must be doing all the procedures related to the obc certificate in the constituency block of your permanent address. And this you have to give your that address.

If you are having reservation under PwD category then hopefully these marks are sufficient to get you a seat in IIT, otherwise for general category it is difficult to get there.
