Yes, you are eligibile for giving JEE ADVANCE. One has just to score above 75% in 12th for general and obc categories to be eligibile for any colleges that accept JEE results and 65% for SC and ST categories. Do not worry you are eligibile just study hard

At the rank of 5671 you can get lower branches in good IITS and good branches in newer IITS. Now if branch is your preference then go for new IITS. But if you want to have good college irrespective of branch you can fill top IITS first.
