It is important for you to get a good rank in jee advanced to get a good branch...qualifying in jee advanced alone may or may not award a seat in IIT's.So try to get a good rank as per your category to get a seat in the IIT's.

No you can't and shouldn't. There is no facility (normally) provided by the centre for the safe keeping of your belongs.
You cant keep phone in your bag as you won't be allowed to take anything except a transparent clip and water bottle.

Its hard to say you may contacts the josaa .At the time of reporting you have that certificate otherwise they can't allow you for further round councelling.

Prabhu, yes you need to submit the EWS certificate during the JoSAA counselling. Even if you are not going to appear for JEE Advance, it needs to be done. If you fail to do so, your Common Rank List (CRL) will be considered for admission.
