If they are considering a range of answers(like in gate) then it is considered but in jee advanced accurate answer is required so based on my experience it will not be considered but you will have to wait till the official answer key is released by the conducting

Since your grandson have secured 99 marks in JEE advanced. If the cut-off and the toughness level of paper will be according as 2016 then he may get a seat into IITs otherwise not.

As per previous year cutoffs(2018 and 2017), you cannot get Mechanical branch at this score.
But as per 2016 and 2015 cutoffs, you may get Mechanical at -

No it's not mandatory to qualify both papers of the JEE ADVANCED 2019.However your combined score including paper 1and 2 should be more than or equal to the cut off marks and your scores in individual subjects i.e.subject cut off should be more than or equal to 10
