Ten percent cutoff is required as combined in both the paper. For insatnce this year each subject was of 62 marks in each paper . So for example the cutoff for physics will be 10 percent of 124 that is 13 marks.

The result site for JEE-Advanced is currently down. They have written that they regret the inconvenience caused in showing the results. The only way of getting your result is through the official site and no other site so be patient

The JEE main results are declared every year with the jee main score card and cutoff mention in int. 

As the JEE main result is declared the results shows your percentile and all over india rank (AIR) .

Yes, the cutoff of ten percent per subject is including both the paper. For instance this year each paper  had subject maximum marks was of 62. So each sunject in 2 paper= 124. 

So cutoff is 10% = 12.4= 13 marks for each subject.
