You must pass both JEE Mains Papers(1 & 2) and  should also qualify with a good rank in JEE Advanced(i.e. CML Rank) in order to be eligible for AAT for IIT. This is because JEE Advanced is the main paper on which you are judged for admission into ant IIT.

Now coming to your question, there is no need to worry at all.

The counselling for IITs is organized by JoSAA (Joint Seat Allocation Authority).

The registration for Josaa counselling has not been ended it. It will start

Yeah!! Preferably you would definitely get the mechanical engineering as yiu pretty good rank , but make sure you provide all the relative documents while counselling,

I am really sorry to say but with 3250 OBC Category rank in JEE Advanced, you can't get Electrical Engineering in any IIT.
The last is EE at IIT Jammu which closes at 3209.
But you can get branches like:-
