To claim seat in an iit or nit you have to present your ews certificate during the counselling of josaa but different college have different ews cutoff and seats therefore seats allotment is on the basis of rank not the ews certificate.

With this rank in jee advance surely you will get a chance to get admission in the top 5 IITs. So go for the top IITs. Although you will not get the core branches like CSE , ECE there with this rank. But you can get those IITs
Well brother, with this rank, o=you are certainly get a chance to study at prestigious IIT's.
As JEE advanced admits the students to IIT. It has absolutely no corelation with the NIT's/IIIT's and hence it does even accepts the JEE mains scorecard.

Brother, let me introduce with some pintch of reality.
Forget about qalifying, isuppose if GEN candidate is getting a 15k rank still, he have no chance to get a seat at IIT.
So, definitely if an aspirant has not cleared the JEE advanced then getting a seat at is out
