You have a good score in NEET 2019. You have good chances of getting a semi government college also. If the cutoff goes up them you have also chances of getting a seat at the government college. So do try for both. You have chances to get one

If your rank is 1500 then it is very good rank and you will definitely good IIT and good branch .
