Yes you can definately do that as prep courses are available for dual degree also. I've checked the IIT madras page they also mentioned that at the end of your course if you are selected then you will be given a seat based on the vacany in dual

I am assuming that you have taken JEE MAINS first time in 2019, you can definitely give JEE Mains next year and JEE Advanced also as anyone can take JEE Advanced for two consecutive years and JEE Mains for 3 consecutive years. You have some attempts left.
