Yes, there are chances of you getting admission into lower NIT and IIIT as you belong to OBC-NCL. But there might arise a condition where you might not your desired branch( if it's computer science or IT).

No, it will remain to be 2018. Since there are maximum of two attempts for JEE Advanced, (for your case, these were in the year 2018 and 2019), you can not appear for JEE Advanced this year.

It is better to score 85+ percentile to qualify for the jee advance and this is based on the previous years estimates. so you may have greater chances to qualify for the jee advance exam
