No, Agar aap ne jee main me general EWS category se apply nahi kiya to aap jee advance ke liye category change nahi kar sakte. Jee advance me wahi information forward hoti hai jo jee main exam application form fill karte samay aap dete ho.

You cannot change your category during counselling, only the category chosen by you while filling the application form is considered for counselling. So if you have filled general as your category at the time of filling the application form, you will have to attend counselling as a General category student

If your study centre is delhi then you'll have to fill state code of Delhi this is almost same for regular students like state code will be of that state from which 12th has been done.
