For JOSSA counseling you're supposed to provide your central OBC certificate not your state OBC certificate.
It is clearly mentioned that if a candidate fails to provide a valid category certificate at the time of document verification, the candidate will be required to change his category to the category

Seats have definitely increased to 10% and some new branches have also been introduced.So fill your choices wisely.And you may get decent branch at a new IIT.

You haven't mentioned your category, if you belong to UR  your PCB aggregate inclusive of theory and practical needs to be 50% , in your case 158 marks of PCB subjects make  52.6%, hence you're eligible to appear for NEET, in case of other categories such as SC/ST/OBC they
