Yes definitely you can get admission to NITs on the basis of your JEE-Main score if you unable to get good marks in JEE-Advance.

Yes, you are eligible for jee advanced if you meet qualifying cut off percentile. It doesn't matter even if your crl is above 2.5 lakh.
