JEE mains results are not yet declared. That's why it's facing a delay in application process. We are expecting the application will start by today evening or tomorrow morning. You may check it by visiting on JEE Advanced portal. Also you can predict JEE Main and Advanced college

As you have mentioned that you have issued your obc ncl certificate as per your JEE advanced information brochure and you have made this from West bengal so it does not mean every state follow that same format.
