i gave jee mains through GEN-EWS category but now my certificate is expired and i have to register for jee advanced but i currently dont have certificate issued after 1 april 2021 can i give self undertaking and upload it later?

See if you are from EWS category and appeared for JEE-Main through EWS category then you can definitely use an undertaking in lieu of original EWS certificate but kindly note that if you upload the undertaking in lieu of EWS certificate then you will have to any how

It's quite difficult to predict because cutoff keeps changing every year depending upon various factors like :-

******number of students that appeared in the  jee main exam,

Yes because the new government norm is applicable to only EWS and OBC candidates and not for Sc and ST so if your category certificate is still valid till now then you have no need to apply for new certificate.

Yes, you are eligible for jee advanced examination.

This is because,

Minimum percentile in jee main to be eligible for ews to be eligible for jee advanced is 66.2214845 percentile.

Now,

Which category do you belong to?

With 71.42 percentile,  you are not eligible for jee advanced if you belong to general category, if you belong to any other category then you have are eligible for JEE advanced exam
